Building Department Permit Application Requirements

Please contact the Building Department with any questions regarding permits as this is not a comprehensive list.

In order to obtain a Building permit, a Building Permit Application must include the following:

  • A properly completed Building Permit Application Form including all requested information and phone numbers

  • Three (3) sets of Architectural Plans stamped by either a NYS Licensed Architect or a Professional Engineer (PE)

  • Completed Environmental Assessment Form

  • Contractor Certificate of Liability Insurance Coverage with the Village of Pelham, NY as Certificate Holder and as additional insured.

  • Certificate of Workers Compensation

  • A Check made payable to The Village of Pelham to cover the Building Department Fee.  The Fee is based on the Cost Estimate of the work. 

  • NOTE:  Approvals may be required from the appropriate Board (s) before a Building Permit may be issued

Building Department Fee Schedule:

  • $100.00 for the first $5,000.00 of estimated cost

  • $10.00 for each additional $1,000.00 of estimated cost over $5,000.00

  • Example:  A project with an estimated cost of $6,000.00 would result in a $110.00 Building Department Fee.

Incomplete or partially completed Applications will not be accepted.  Please make an appointment to speak with the Building Inspector when the application is ready for submission. 

DO NOT MAIL OR LEAVE APPLICATIONS AT VILLAGE HALL WITHOUT PRIOR APPROVAL FROM THE BUILDING DEPARTMENT, AS THEY MAY BE RETURNED TO YOU.

Required Inspections are:

  • Footing

  • Foundation

  • Framing

  • Rough Plumbing

  • Insulation

  • Final Inspection

Electrical Inspections are arranged by the Electrician and performed by Inspectors from the New York Board of Fire Underwriters or other authorized inspection agency.

To properly close a Building Permit a Certificate of Occupancy or a Certificate of Compliance is required.  The Fee for the certificate is $150.00.  Please be advised that for all new construction and/or additions as well as swimming pool and fence permits an updated Property Survey showing the new features must be submitted before a certificate can be issued.

All plans for projects such as additions to existing buildings, decks, and accessory buildings require:

  • Completed Application

  • Property Title Page

  • Site Plan

  • Complete Zoning Schedule

All requirements must be addressed with the following:

  • Lot Area

  • Lot Width

  • Lot Coverage

  • Yard Setbacks

  • Building Height

The schedule must have the following:

  • Required Dimension

  • Existing Dimension

  • Proposed New Dimension

  • Resulting Total New Dimension

If the proposed work is for New Construction or an Addition to an Existing Building the following is required:

  • Completed Application

  • Property Survey
