All additions to a home require a building permit. Please see the Building Department for further details. They meet on Wednesday evenings from 7:00 to 9:00 PM.

You may obtain a municipal parking permit at Village Hall. We are located at 195 Sparks Avenue. The municipal lots are sold on a first come, first serve basis and they fill up quickly. An application must be filled out for each permit issued. The applications are available at Village Hall. Parking for the train station is issued by Metro North. Their telephone number is 1-888-682- PARK.  See Services - Parking for more information.

Most renovations to a home need a building permit. For more specific information please visit the Code portion of our website. You may also visit the Building Department on Wednesday evenings between the hours of 7:00 - 9:00 PM.

Lawn maintenance equipment powered by internal combustion engines, including, but not limited to, lawn mowers and leaf blowers, shall not be operated in the Village of Pelham, except at the following times:

  • On weekdays between 8:00 a.m. and 5:30 p.m., except grass may be cut with an internal-combustion engine lawn mower by an occupant of the premises where it is being cut on weekdays between the hours of 5:30 p.m. and 8:00 p.m.
  • On Saturdays between 10:00 a.m. and 5:00 p.m.
  • On Sundays and holidays between 12:00 p.m. and 4:00 p.m. The operation of leaf blowers shall be limited to the time period between March 15th and April 30th, inclusive, and October 15th and December 15th, inclusive, of each calendar year.

Dog licenses are available at Village Hall. All dogs must be licensed as required by New York State.  When filing for a permit, please bring all vaccination records as well as cash or check to pay the fee.  These licenses must be renewed on an annual basis with the Village Clerk.  Click here for more information:  NY State Department of Agriculture and Markets

The Village owns the tree if it is located in that area. A continuous list is kept at Village Hall of residents who would like to have a tree planted in front of their home. If you are interested, please call Village Hall at 738-2015. When a tree is planted we ask that you care for it by watering it for the first few months after it is planted. The trimming and removal of diseased or dead trees is the Village's responsibility. Please call Village Hall if you have a problem with your tree.
