			Parts of the Manor of Pelham were sold as Eastchester and New Rochelle developed, while other portions were annexed by New York City. There are only 1,568 acres of the original manor left in the Town of Pelham. It was one of the original towns established in 1788 and comprises two villages, Pelham and Pelham Manor; there is no unincorporated area.
			The Village of Pelham, incorporated in 1896, is the portion of the town north of Colonial Avenue. The railroad station, built in 1848, was so far from the center of population at the Shore Road that a trolley line was built. Later, its odd-looking four-wheel trolley car would inspire Fontaine Foxs The Toonerville Trolley comic strip. The part of the village north of the railroad station was a separate village known as North Pelham from 1896 until 1976, when it was merged into the Village of Pelham.

			Westchester County has launched an educational effort to make sure that homeowners know about the states latest property tax rebate program, Middle Class Star, and how to apply for it.

			Taxpayers in Westchester can receive hundreds of dollars in rebates on their school taxes  as much as $1,555.09 -- depending on income and school district, County Executive Andy Spano said. But you have to apply for the rebate to get it.

			The deadline for applications is Nov. 30. But homeowners need to wait for a mailing from the state Department of Taxation and Finance with important information before they can apply. For Yonkers residents, the state mailing has already begun and should be completed by Sept. 1 for residents of the rest of the state, the mailing will go out by Oct. 17.

			THIS IS A REQUIREMENT OF THE STATE UNIFORM CODE

			An integrated hard-wired system is a smoke alarm system that is supplied electricity and sounds an alarm in every area of a house. Provisions can be found in section R-317.1 of the NYS Code.

			Anyone who has work done that requires a permit and fails to obtain a permit would be in violation of the state laws requiring building permits. A violation of this law carries penalties proscribed by law.
