Draft Generic Environmental Impact Statement (“DGEIS”)

This Scope identifies the issues to be addressed in the DGEIS for a group of projects referred to herein as proposed Downtown Restoration Initiatives (the “Downtown Restoration Initiatives” or the “Project”) in the Village of Pelham, New York (the “Downtown”). Under the New York Statement Environmental Quality Review Act (“SEQRA”) regulations (6 NYCRR Part 617), a DGEIS is typically used when an action or project may have a village-wide impact. The DGEIS process enables the lead agency (i.e., the Board of Trustees for the Village of Pelham) and the public to analyze the potentially adverse and/or beneficial impacts of a project, a collection of projects and/or actions and their potential aggregate impacts. The DGEIS includes the purpose and benefit of the proposed actions, analyses, tables, maps, figures, appendices, and related written materials to assist the lead agency in assessing potential environmental impacts, identifying appropriate mitigation measures, and ultimately rendering a Determination of Significance as required under SEQRA. The DGEIS will discuss in general terms the constraints and consequences of the potential impacts of site-specific projects, to the extent such details are available. This DGEIS will also identify thresholds and criteria that will trigger a need for supplemental SEQRA analyses once specific details of a project are more fully developed.
